JOINT RESOLUTION
Resolved by the Senate and House of Representatives
of the United States of America in Congress assembled,
This Act may be cited as the `Federal Election Day
Act of 2002'.
(a) DESIGNATION- November 2,
2004, are designated as `Federal Election Day'.
(b) LEGAL PUBLIC HOLIDAY- Federal Election Day--
(1) is a legal public holiday for the purpose of
statutes relating to pay and leave of employees;
(2) shall be treated as a holiday in accordance with
section 6103 of title 5, United States Code; and
(3) shall begin at 1 o'clock post meridian.
(c) REGULATIONS- The President may prescribe
regulations to carry out this section.
(a) IN GENERAL- The Comptroller General shall
conduct a study of the impact on voter participation of making Federal Election
Day a legal public holiday.
(b) REPORT- Not later than May 2, 2005, the
Comptroller General shall submit a report to Congress and the President
detailing the results of the study conducted under subsection (a).
